About bills
Bills are proposed changes to the law, and must each pass through several stages in Parliament before becoming law.
Before any bill becomes law, there are three main votes it must pass: the first, second and third readings. For most bills, there is a chance for members of the public to make submissions at the select committee stage, which happens between the first and second readings.
After a bill passes its third reading vote, it is granted Royal Assent by the Governor-General and becomes law, subject to any commencement provisions contained within the bill.

Customs and Excise Bill
This bill will replace the Customs and Excise Act 1996, and will support the movement of legitimate travellers and goods across the border and provide the legal tools needed to protect New Zealand from people or goods that may cause harm, and also supports the collection of Crown revenue.

This bill seeks parliamentary authorisation of the individual appropriations contained in The Estimates of Appropriations for the Government of New Zealand for the year ending 30 June 2018.
Radiation Safety Bill
The Radiation Safety Bill will repeal and replace the Radiation Protection Act 1965. The bill will provide an enhanced legislative framework for radiation safety that responds effectively to the range of technological, scientific, and organisational changes that have occurred over the last 5 decades while the current Act has been in force.
Taranaki Iwi Claims Settlement Bill
This bill records the acknowledgements and apology given by the Crown to Taranaki Iwi in the deed of settlement dated 5 September 2015 between the Crown and Taranaki Iwi; and gives effect to the deed, in which the Crown and Taranaki Iwi agree to a final settlement of all Taranaki Iwi's historical Treaty of Waitangi claims.

This bill establishes a regime to regulate the brokering of weapons and related items by New Zealanders and New Zealand entities.
Public Service Legislation Bill
This omnibus bill, which repeals the State Sector Act 1988 and makes a small number of related amendments to the Public Finance Act 1989, provides a modern legislative framework for achieving a more adaptive and collaborative Public Service by expanding the types of agencies that comprise the Public Service, unified by a common purpose, ethos, and strengthened leadership arrangements. Following the committee of the whole House stage, it is intended that this bill will be divided into two bills: the Public Service Bill and the Public Finance Amendment Bill.
Appropriation (2020/21 Confirmation and Validation) Bill
This bill confirms the Public Finance (Transfers Between Outputs) Order 2021, confirms certain unappropriated expenditure, and validates certain unappropriated expenditure.
Local Electoral (Advertising) Amendment Bill
This bill would amend the Local Electoral Act 2001 to address concerns around candidate safety by loosening the requirement that candidates attach either their residential or business address to electoral advertising, allowing email addresses, PO box or phone numbers, or links to an internet page to be used instead.
Social Assistance (Residency Qualification) Legislation Bill
The purpose of this omnibus bill is to alter the residential qualifications for New Zealand superannuation and the veteran's pension to allow the requirement that a person also have 5 years' residence and presence in New Zealand over the age of 50 years to be met instead with residence and presence in New Zealand, the Cook Islands, Niue, or Tokelau, or any combination of those countries and that territory.
Appropriation (2016/17 Confirmation and Validation) Bill
This bill will confirm the Public Finance (Transfers Between Outputs) Order 2017, which was made under section 26A of the Public Finance Act 1989.
COVID-19 Response (Further Management Measures) Legislation Bill (No 2)
This omnibus bill has a single broad policy to make amendments relating to administrative matters, such as timelines for financial reporting, and to taxation legislation that are aimed at assisting the Government and New Zealanders to more effectively manage and recover from the impacts of COVID-19.
Local Government Act 2002 (Greater Local Democracy) Amendment Bill
This bill reinstates the requirement for a poll of affected electors in each district or region to ensure support for changes to the organisation of local authorities and restore the democratic right of constituents to participate in changes affecting them.
