About bills
Bills are proposed changes to the law, and must each pass through several stages in Parliament before becoming law.
Before any bill becomes law, there are three main votes it must pass: the first, second and third readings. For most bills, there is a chance for members of the public to make submissions at the select committee stage, which happens between the first and second readings.
After a bill passes its third reading vote, it is granted Royal Assent by the Governor-General and becomes law, subject to any commencement provisions contained within the bill.

Electoral (Registration of Sentenced Prisoners) Amendment Bill
This bill amends the Electoral Act 1993 to enfranchise people who are serving a sentence of imprisonment for a term of less than 3 years and better facilitate participation in the electoral system of prisoners who are to be released from prison following a sentence of imprisonment for a term of 3 years or more.

Local Electoral (Advertising) Amendment Bill
This bill would amend the Local Electoral Act 2001 to address concerns around candidate safety by loosening the requirement that candidates attach either their residential or business address to electoral advertising, allowing email addresses, PO box or phone numbers, or links to an internet page to be used instead.
New Zealand Superannuation and Retirement Income (Fair Residency) Amendment Bill
This bill raises the minimum residency qualification for New Zealand Superannuation from 10 years to 20 years after age 20.
Employment Relations Amendment Bill
The bill proposes amendments to the Employment Relations Act 2000.
Climate Change Response (Auction Price) Amendment Bill
This bill enables a confidential reserve price to be set for auctions in the New Zealand Emissions Trading Scheme to ensure units sold at auction cannot be sold significantly below the prevailing secondary market price.

This bill proposes amendment to empower the High Court to issue a public protection order to detain a person in a secure facility, when, at the end of a finite prison sentence or subject to the most intensive form of an extended supervision order, they pose a very high risk of imminent and serious sexual or violent reoffending.
Taxation (Annual Rates for 2019–20, GST Offshore Supplier Registration, and Remedial Matters) Bill
This omnibus bill contains taxation amendments aimed at setting the annual rates of income tax for the 2019–20 tax year, improving current tax settings within a broad-base low-rate framework, modernising and improving the settings for the administration of social policy by Inland Revenue, and providing consistency with the broad objectives of government for international co-operation.
Education (Breakfast and Lunch Programmes in Schools) Amendment Bill
This Bill amends the Education Act 1989 to provide for the introduction of fully State funded breakfast and lunch programmes into all decile 1 and 2 schools and other designated schools in New Zealand. The meals will be available to all enrolled students in these schools free of charge, and will be required to meet Ministry of Health nutritional guidelines.
Taxation (COVID-19 Resurgence Support Payments and Other Matters) Bill
The amendments proposed by this bill in relation to the COVID-19 resurgence support payments scheme are aimed at assisting with the impacts of further COVID-19 outbreaks. This bill also sets the minimum family tax credit threshold for the 2021-22 and later tax years.
Electoral Amendment Bill
This bill makes a number of minor changes to the Electoral Act 1993 that will rationalise and clarify the law, help improve services to voters, and assist with the smooth delivery of elections.
International Crimes and International Criminal Court Amendment Bill
This bill amends the International Crimes and International Criminal Court Act 2000 to incorporate a series of amendments made to the Rome Statute of the International Criminal Court concerning war crimes.
Keep Kiwibank Bill
The purpose of this bill is to ensure that any proposal to partly or wholly privatise Kiwibank would require the support of 75% of all members of the House of Representatives or, alternatively, the support of a majority of voters in a referendum, in order to lawfully proceed.
Corrections Amendment Bill
This bill includes a suite of amendments to the Corrections Act 2004 designed to improve the ability of the Department of Corrections to safely and humanely manage prisoners, improve prisoner discipline and safety, and ensure the fair treatment of prisoners.
