About bills
Bills are proposed changes to the law, and must each pass through several stages in Parliament before becoming law.
Before any bill becomes law, there are three main votes it must pass: the first, second and third readings. For most bills, there is a chance for members of the public to make submissions at the select committee stage, which happens between the first and second readings.
After a bill passes its third reading vote, it is granted Royal Assent by the Governor-General and becomes law, subject to any commencement provisions contained within the bill.

Substance Addiction (Compulsory Assessment and Treatment) Bill
This bill will replace the Alcoholism and Drug Addiction Act 1966, and provides for the compulsory assessment and treatment of individuals who are considered to have a severe substance addiction and who do not have the capacity to participate in treatment.
International Finance Agreements Amendment Bill
This Bill amends the International Finance Agreements Act 1961 in order to enable the Government of New Zealand to become a member of the Asian Infrastructure Investment Bank and to implement New Zealand's obligations under the Articles of Agreement of the Infrastructure Bank.
Social Workers Registration Legislation Bill
This bill is an omnibus bill introduced under Standing Order 263(a). The objective of this bill is to increase the professionalism of the social work profession by increasing coverage of the regulatory regime; ensuring social workers are competent and fit to practise; and increasing the effectiveness and transparency of the way the Act works.
Te Pire mō Te Reo Māori / Māori Language Bill
This bill repeals the Māori Language Act 1987 and Part 4A of the Broadcasting Act 1989. It establishes an independent entity, Te Mātāwai, to provide leadership on behalf of iwi and Māori regarding the health of the Māori language.
Coroners Amendment Bill
This Bill makes a number of amendments following a targeted review of the Coroners Act 2006. The amendments will improve the quality, consistency, and timeliness of coronial investigations and decision making; clarify the role of coroners and reduce duplication between coroners and other authorities that investigate deaths and accidents; clarify the role coroners have in making recommendations to prevent future deaths and the relationship with agencies that have policy and operational responsibility in those areas; and ensue resources are used effectively.
Firearms Prohibition Orders Legislation Bill
The single broad policy implemented by the amendments in this omnibus bill is to improve public safety by preventing people whose behaviour and actions represent a high risk of violence, or reflect an underlying risk of violence, from being able to access firearms or restricted weapons.
Social Security (Commencement of Benefits) Amendment Bill
This bill amends the Social Security Act 1964 to correct, with retrospective effect to 3 June 1998, an error in the legislation that does not give effect to the policy intent that a benefit commences on the day after a stand down period ends as opposed to the day on which the stand down period ends.
Subordinate Legislation Confirmation Bill (No 2)
This bill's purpose is to prevent the revocation of certain subordinate legislation that, by virtue of the Acts under which it is made, is revoked at a stated time unless earlier confirmed by Act of Parliament. The bill relates to items of subordinate legislation made or presented to the House in the year ending with the close of 30 June 2016.
Psychoactive Substances (Increasing Penalty for Supply and Distribution) Amendment Bill
The purpose of this Bill is to amend the Psychoactive Substances Act 2013 to increase the penalty for selling or supplying psychoactive substances that are not approved products.
Housing Legislation Amendment Bill

This bill would validate a number of rates and penalties for non-payment that have been collected where irregularities occurred in the resolutions setting the Council's rates for the financial years 2003/2004 to 2012/2013.
Crimes (Increased Penalty for Providing Explosive to Commit Crime) Amendment Bill
The purpose of this bill is to amend the Crimes Act 1961 to increase the penalty for providing explosives to commit an offence from a maximum of 2 years to a maximum of 5 years imprisonment.
