This bill amends the Housing Corporation Act 1974 to consolidate housing policy advice to Ministers within the Department of Housing and Building.

This bill amends the New Zealand Flag Referendums Act 2015 to provide for 5 alternative flag designs to be included in the first flag referendum, so that the flag design commonly known as Red Peak can be added to the voting paper for the first flag referendum.

This bill implements the Government response to the Report of the First Independent Review of Intelligence and Security in New Zealand: Intelligence and Security in a Free Society, and replaces the four Acts that currently apply to the GCSB, the NZSIS, and their oversight bodies.
