Mental Health and Wellbeing Commission Bill

The objective of this bill is to establish a Mental Health and Wellbeing Commission that will contribute to better mental health and wellbeing outcomes for people in New Zealand. It will also contribute to improving equity for Māori, Pacific peoples, disabled people, rainbow communities, and other groups that experience poorer mental health and wellbeing outcomes.

Misuse of Drugs (Medicinal Cannabis) Amendment Bill

This Bill amends the Misuse of Drugs Act 1975. The Bill will introduce an exception and a statutory defence for terminally ill people to possess and use illicit cannabis and to possess a cannabis utensil; provide a regulation-making power to enable the setting of standards that products manufactured, imported, and supplied under licence must meet; and amend Schedule 2 of the Act so that cannabidiol (CBD) and CBD products are no longer classed as controlled drugs.

This bill exempts the Waikato District Health Board (DHB) from the 2019 triennial general election. This legislation will have the effect of extending the time that the Waikato DHB is governed by a commissioner until a newly elected board takes office following the 2022 triennial general election.

This bill is an omnibus bill, introduced in accordance with Standing Order 263. This bill will classify AMB-FUBINACA and 5F-ADB as Class A drugs, affirm the existing discretion to prosecute for possession and use of all drugs, and enable temporary drug class orders to be issued for emerging and potentially harmful substances.

This bill amends the Financial Markets Conduct Act 2013 to ensure that certain financial institutions and their intermediaries comply with a principle of fair conduct and associated duties and regulations.

Fair Trading Amendment Bill

This bill amends the Fair Trading Act 1986 to introduce new protections against unfair practices by prohibiting unconscionable conduct in trade and by extending the Act's existing protections against unfair contract terms in standard form consumer contracts to also apply to small trade contracts. This bill also strengthens the ability of consumers to require uninvited direct sellers to leave or not enter their property.
