This omnibus bill will implement the Government's decision to comprehensively reform the drinking water regulatory system, with targeted reforms to improve the regulation and performance of wastewater and stormwater networks.
Local Government Regulatory Systems Amendment Bill
This bill is an omnibus bill that contains amendments to legislation administered by the Department of Internal Affairs. The bill's policy objective is to maintain the effectiveness and efficiency of the regulatory systems established in the principal Acts amended by it.
Local Electoral Matters Bill
This omnibus bill amends the Local Electoral Act 2001 and the Electoral Act 1993. The single broad policy of this bill is to provide greater flexibility to enable local electoral arrangements to adapt to changing circumstances.
Local Government (Community Well-being) Amendment Bill
The main objectives of this bill are to restore the purpose of local government to be "to promote the social, economic, environmental, and cultural well-being of communities"; to restore territorial authorities' power to collect development contributions for any public amenities needed as a consequence of development; and to make a minor modification to the development contributions power.
Local Government Act 2002 Amendment Bill (No 2)
This bill implements a set of reforms to enable improved service delivery and infrastructure provision arrangements at the local government level.
New Zealand Māori Arts and Crafts Institute Vesting Bill
This bill provides for the assets and liabilities of the New Zealand Māori Arts and Crafts Institute to be transferred to Te Puia NZMACI Limited Partnership, and also provides for the partnership to continue to function in line with the institute’s current functions.

This omnibus bill includes a suite of amendments to Te Ture Whenua Maori Act designed to: enhance the intergenerational wellbeing of owners of Māori land; simplify the complexity and requirements that owners of Māori land encounter when engaging with the Māori Land Court; promote the efficient operation of the Māori Land Court; and ensure that the Māori land tenure system is fit for purpose.
Rates Rebate (Statutory Declarations) Amendment Bill
The objectives of this bill are to make it easier for eligible applicants to apply for a rates rebate, to replace the requirement to make a statutory declaration with a requirement to verify the application, and to allow authorities to design application forms for the purposes of the Rates Rebate Act 1973.
