This Bill is companion legislation to a local Bill to be known as the Riccarton Racecourse Bill. Together, the 2 Bills will provide the necessary authorisations required to enable some 40 hectares of the Riccarton Racecourse in Christchurch to be developed for housing.

This bill is an omnibus bill, and makes amendments to the Housing Accords and Special Housing Areas Act 2013 and the Housing Act 1955 that relate to increasing the supply and affordability of housing.

This Bill will amend the Building Act 2004 and repeal the Fencing of Swimming Pools Act 1987 to reduce the compliance burden currently imposed on pool owners and territorial authorities in relation to residential pools while maintaining child safety.

The overarching purpose of this bill is to create a resource management system that achieves the sustainable management of natural and physical resources in an efficient and equitable way.

This bill establishes a mixed-model governance structure for the Canterbury Regional Council ()Environment Canterbury) during the 2016-2019 local government term, and will facilitate the continued timely developmnent of a robust, clear, and effective framework for the management of natural resources in Canterbury.

The purpose of the bill is to enable housing development on 11.69 hectares of land on the Point England Recreation Reserve in Tāmaki in east Auckland.

This bill reverses the changes made to the Electoral Act 1993 by the Electoral (Integrity) Amendment Act 2018.
