The single broad policy of this omnibus bill is to improve the management of vehicle-based freedom camping by creating a robust regulatory system that central and local government can rely on to reduce the negative effects of freedom camping on communities and the environment.

This bill requires the Accident Compensation Corporation (ACC) to report annually on how Māori and other population groups are accessing the accident compensation scheme, and on any identified drivers or causes of disparities in access; ensures that ACC focuses on monitoring access to the scheme by Māori and other population groups; and brings forward eligibility for the minimum rate of weekly compensation from the sixth to the second week of incapacity.

This bill establishes a new regulatory system for providing legal harvest assurance for the forestry and wood-processing sector.

This omnibus bill will enable the implementation of a number of recommendations set out in Increasing Deceased Organ Donation and Transplantation: A national strategy (2017) that are aimed at increasing New Zealand's deceased organ donation and transplantation rates.

This bill amends the Customs and Excise Act 1996 to make goods produced in whole or in part by slave labour a prohibited import.
