This bill expands the class of people who are eligible for the clean slate scheme with regard to their criminal record after 10 years of lawful behaviour.

The purpose of this bill is to improve transparency and strengthen public trust and confidence in the decision-making of local authorities. It will better align transparency requirements of members of local authorities with members of Parliament and the Executive Council.

The Palmerston North City Council holds certain land, which cannot be sold under the Palmerston North Reserves Act 1922. This bill provides the mechanism for the Council to be able to sell land for development if it becomes surplus to its requirements by amending the Palmerston North Reserves Empowering Act 1966.
