About bills
Bills are proposed changes to the law, and must each pass through several stages in Parliament before becoming law.
Before any bill becomes law, there are three main votes it must pass: the first, second and third readings. For most bills, there is a chance for members of the public to make submissions at the select committee stage, which happens between the first and second readings.
After a bill passes its third reading vote, it is granted Royal Assent by the Governor-General and becomes law, subject to any commencement provisions contained within the bill.

Hawke's Bay Regional Planning Committee Bill
This bill would establish a statutory body called the Hawke’s Bay Regional Planning Committee. The committee would be a joint one of the Hawke's Bay Regional Council and tangata whenua members and is intended to provide for 9 iwi or hapu groups to have input into the development and review of the regional policy statement and regional plans for the Hawke's Bay Regional Council region.

This Member’s bill amends the Lawyers and Conveyancers Act 2006 to allow a lawyer who is an employee to do free legal work other than for the lawyer’s employer on conditions set by the New Zealand Law Society.
Telecommunications (Property Access and Other Matters) Amendment Bill
This bill is intended to reduce compliance costs for Telecommunications Development Levy payers by addressing identified issues with the liability allocation process; reduce the time taken to obtain the consent of all parties with an interest in the property a fibre connection needs to occupy; and extend the regulatory requirements relating to the Ultra-Fast Broadband programme to the extension of that programme.
Social Security (Financial Assistance for Caregivers) Amendment Bill
This bill amends the Social Security Act 2018 in order to implement two initiatives that improve financial assistance for caregivers who receive the orphan's benefit and unsupported child's benefit.
Family Court (Supporting Children in Court) Legislation Bill
This omnibus bill amends the Care of Children Act 2004 and the Family Dispute Resolution Act 2013 to assist in enhancing child wellbeing in care-of-children proceedings, both directly and by assisting parents to resolve parenting disputes.

The purpose of this bill is to facilitate the swift resolution of uninhabitable property claims lodged with insurance companies by providing: a legal framework and parameters for when insurance companies must act by; an opportunity for the timeframe to be extended; a faster response and resolution for claimants; less stress and emotional burden for claimants; and clarity surrounding the claim process in regards to targets and deadlines.
Reserve Bank of New Zealand Bill
This bill provides for the objectives and functions of the Reserve Bank and its governance, accountability, transparency, and funding arrangements. This bill also increases coordination between public agencies responsible for the financial system and creates a new framework to better manage the use of New Zealand's foreign exchange reserves.
Child Poverty Reduction Bill
The purpose of this bill is to encourage a focus on child poverty reduction, facilitate political accountability against published targets, require transparent reporting on child poverty levels, and create a greater commitment by Government to address child well-being.

This bill would repeal recent amendments to the Education Act 1989 removing the requirement for democratic elections and student representatives on Tertiary Institution Councils, and ensures students are represented in the governing of their tertiary institutions by democratically elected representatives.
Agricultural Compounds and Veterinary Medicines Amendment Bill
This bill extends the period of protection for confidential information given in support of an application to register an innovative trade name product from 5 to 8 years, and also expands the scope of data protection coverage to include confidential information provided in support of applications to register non-innovative trade name products and uses.
New Zealand Superannuation and Retirement Income (Pro Rata Entitlement) Amendment Bill
This bill proposes a pro rata entitlement to New Zealand superannuation based on residence and presence in New Zealand between the ages of 20 and 65 years; a period of 45 years, or 540 months.
Enhancing Identity Verification and Border Processes Legislation Bill
This bill is an omnibus bill to strengthen the ability of agencies within the wider justice community to perform their functions related to law enforcement, including the detention of restricted patients, special patients, special care recipients, and other offenders.
