This bill removes the disincentives to engage in part-time work by lifting the threshold of how much persons can earn before their benefit is reduced by abatement rates.

This omnibus bill deals with social assistance for older people. The single broad policy is to modernise and simplify New Zealand superannuation and the veteran’s pension by shifting toward an assessment of entitlement on an individual basis, and improving the consistency and clarity of policy and legislation.

This bill repeals and replaces the Social Security Act 1964 and the Social Welfare (Reciprocity Agreements, and New Zealand Artificial Limb Service) Act 1990, provides an improved legislative structure, and reduces the level of detail in primary legislation to enhance clarity, coherency, and consistency.
Social Assistance (Residency Qualification) Legislation Bill
The purpose of this omnibus bill is to alter the residential qualifications for New Zealand superannuation and the veteran's pension to allow the requirement that a person also have 5 years' residence and presence in New Zealand over the age of 50 years to be met instead with residence and presence in New Zealand, the Cook Islands, Niue, or Tokelau, or any combination of those countries and that territory.
Social Workers Registration Legislation Bill
This bill is an omnibus bill introduced under Standing Order 263(a). The objective of this bill is to increase the professionalism of the social work profession by increasing coverage of the regulatory regime; ensuring social workers are competent and fit to practise; and increasing the effectiveness and transparency of the way the Act works.
Social Security (Winter Energy Payment) Amendment Bill
This bill ensures that social security legislation authorises two aspects of winter energy payments, under the Social Security Act 2018, for the winter period in and after the 2019 calendar year; and purported winter energy payments, under the former Social Security Act 1964, for the winter period for the 2018 calendar year.
Social Assistance Legislation (Budget 2019 Welfare Package) Amendment Bill
This omnibus bill gives effect to the income support policy changes announced through Budget 2019. It repeals sections 192 to 194 of the Social Security Act 2018, ensures mandatory annual adjustment of main benefits by the percentage of any increase in net average weekly earnings, and creates a new regulation-making power under the Veterans’ Support Act 2014 to enable increases to the abatement thresholds for any income-tested rate of the veteran’s pension announced through Budget 2019 to be made in future years.
