The purpose of this Bill is to amend the Minimum Wage Act 1983 to extend its provisions to apply to payments under a contract for services that are remunerated at below the minimum wage.

This bill establishes the Sustainable Public Transport Framework for the planning, procurement, and delivery of public transport services, which addresses systemic issues affecting the sector. This new framework will replace the Public Transport Operating Model.

This bill repeals and replaces the Resource Management Act 1991, working in tandem with the Spatial Planning Bill.

This bill provides for the development and implementation of long-term, strategic spatial planning across New Zealand through the development of regional spatial strategies.

Policy proposals in this omnibus bill fall into three categories; the first category is to set the annual rates of income tax for the 2022-23 tax year; the second category aims at improving current settings within a broad-base, low-rate framework to help ensure that taxes are fair and efficient and impede economic growth as little as possible; and the third category relates to proposals aimed at improving the settings for tax administration, the GST regime, KiwiSaver, and social policy rules administered by Inland Revenue.

This bill is an omnibus bill and one of a package of three omnibus bills that contain amendments to legislation administered by the Ministry of Business, Innovation and Employment. The policy objective of this bill is to improve regulatory systems by ensuring that they are effective, efficient, and accord with best regulatory practice.

This bill seeks to improve and support the law relating to the making of secondary legislation by applying the framework of access to, and parliamentary oversight of, secondary legislation provided for in the Legislation Act 2019.

This omnibus bill is 1 of 2 bills introduced as a package to replace the Overseas Investment Amendment Bill (No 2). The purpose of this bill is to ensure that risks posed by foreign investment can be managed effectively while better supporting productive overseas investment by reducing the regulatory burden of the screening process.

The amendments proposed by this bill in relation to the COVID-19 resurgence support payments scheme are aimed at assisting with the impacts of further COVID-19 outbreaks. This bill also sets the minimum family tax credit threshold for the 2021-22 and later tax years.

This bill aims to ensure that overseas investments that result in the conversion of farm land or other land to forestry benefits New Zealand, and that any risks can be better managed.
