Regional Comprehensive Economic Partnership (RCEP) Legislation Bill

This omnibus bill will enable: the issue of New Zealand certificates of origin on goods for export negotiated between New Zealand, Australia, China, Japan, South Korea, and the 10 members of the Association of Southeast Asian Nations (ASEAN); the application of preferential tariff rates under the Regional Comprehensive Economic Partnership (the RCEP); and transitional safeguard measures to be applied in appropriate circumstances on imports originating from the RCEP parties.

Land Transport (NZTA) Legislation Amendment Bill

This is an omnibus Bill amending the Land Transport Management Act 2003, the Land Transport Act 1998, and the Railways Act 2005 to strengthen the regulatory leadership of the New Zealand Transport Agency (NZTA) by setting up a new regulatory structure, establishing the position of Director of Land Transport, centralising regulatory authority, and strengthening the NZTA’s role in relation to key regulatory interventions including speed management and enforcement.

Excise and Excise-equivalent Duties Table (Budget Measures—Motor Spirits) Amendment Bill

This bill amends the Excise and Excise-equivalent Duties Table to increase the rates of excise duty and excise-equivalent duty on motor spirits on 1 July 2019 and 1 July 2020. This bill also amends the Land Transport Management (Apportionment and Refund of Excise Duty and Excise-Equivalent Duty) Regulations 2004 to consequentially increase the refunds available under those regulations.
