This bill is intended to reduce compliance costs for Telecommunications Development Levy payers by addressing identified issues with the liability allocation process; reduce the time taken to obtain the consent of all parties with an interest in the property a fibre connection needs to occupy; and extend the regulatory requirements relating to the Ultra-Fast Broadband programme to the extension of that programme.

This bill is an omnibus bill and one of a package of three omnibus bills that contain amendments to legislation administered by the Ministry of Business, Innovation, and Employment. This bill makes amendments in the building and housing areas.

The bill proposes amendments to the Energy (Fuels, Levies and, References) Act 1989 to provide for the costs of meeting New Zealand's oil stockholding treaty obligation under the Agreement on an International Energy Program to be met through a levy on fuel.
