This bill establishes a regulatory regime to govern space launches, including both launch vehicles and payloads (eg, satellites), from New Zealand and by New Zealand nationals operating overseas. It also provides a legal framework for high-altitude activities that originate from New Zealand.

The bill proposes amendments to the Energy (Fuels, Levies and, References) Act 1989 to provide for the costs of meeting New Zealand's oil stockholding treaty obligation under the Agreement on an International Energy Program to be met through a levy on fuel.

This bill ensures the income tax brackets will be reviewed every three years to keep them in line with inflation.
