This bill amends the Gas Act 1992, and is intended to improve the information available to help the Government monitor gas markets and help market participants make more efficient decisions.

This bill enables Clean Vehicle Standard targets for reducing CO2 emissions for 2025 onwards to be set in secondary legislation, and empowers a cost recovery scheme, which involves the collection of fees, to contribute to the costs of administering the Clean Vehicle Standard, to be set in secondary legislation.

This bill provides for light electric and plug-in hybrid electric vehicles to pay road user charges from 1 April 2024.

The purpose of this bill is to terminate the Auckland regional fuel tax, and remove the legislative framework that allows new regional fuel taxes to be created.
